Context

IOM’s Internally Displaced Persons (IDP) Registration activities provide critical data to humanitarian partners for targeting and aid distribution, especially in areas where national data management systems are unavailable. A systematic registration process enhances accountability to beneficiaries and donors, ensuring aid reaches intended recipients. IOM is committed to building an Interoperable Data Ecosystem to support the safe, secure, and effective use of beneficiaries’ personal data, ensuring efficiency, effectiveness, and accountability during humanitarian responses.

Under the overall supervision of the Deputy Regional Director for Operations and the direct supervision of the Regional Thematic Specialist (Humanitarian Response and Recovery), the Programme Officer (IDP Registration) will manage, coordinate, and oversee the Interoperable Registration Program in the Nairobi Regional Office. The role involves developing a coordinated approach to registration activities and providing technical support to ensure safe, secure, and effective registration processes.


Responsibilities:

  1. Programme Management:
    • Oversee the development and implementation of the Interoperable Registration Program, ensuring administrative, operational, and financial management.
    • Provide operational management, guidance, and technical supervision to national and international staff.
    • Establish and maintain strong relationships with UN agencies, humanitarian organizations, governments, and communities.
  2. Programme Development:
    • Identify priorities and coordinate the design of new projects under the Programme.
    • Ensure compliance with donor requirements and IOM policies.
    • Develop and maintain data collection and analysis mechanisms for ongoing or new programmes.
  3. Reporting and Communication:
    • Prepare and submit timely and high-quality programme reports for donors, governments, and stakeholders.
    • Oversee the production of visibility/communications materials in coordination with the Public Information Officer.
  4. Monitoring and Evaluation:
    • Monitor progress against strategic objectives and programme benchmarks.
    • Establish a common Monitoring and Evaluation (M&E) framework in coordination with the M&E Officer.
  5. Capacity Building:
    • Mentor and support staff, conduct relevant trainings, and ensure capacity building of Programme staff.
    • Develop and update assessment and monitoring tools, including Standard Operating Procedures (SOPs).
  6. Coordination and Representation:
    • Participate in donor or partner meetings, briefings, and conferences at the international and national level.
    • Undertake travel duties nationally or internationally to support programme implementation.
  7. Other Duties:
    • Perform additional duties as assigned.

Qualifications:

Education:

  • Master’s degree in Computer Science, Information Technology, Software Development, or a related field with 5 years of relevant experience; or
  • University degree in the above fields with 7 years of relevant experience.

Experience:

  • Experience in coordinating or managing projects at country and regional levels.
  • Experience working with UN agencies, governments, INGOs, NGOs, and consortiums.
  • Experience in programme development, capacity-building, and liaising with governmental and diplomatic authorities.

Skills:

  • In-depth knowledge of migration-related issues and UN/bilateral donor programming.
  • Strong leadership, coordination, and information management skills.
  • Excellent communication, organizational, and interpersonal relationship skills.
  • Ability to work under pressure and meet deadlines with minimal supervision.

Languages:

  • Fluency in English (oral and written) is required.
  • Working knowledge of another UN official language (Arabic, Chinese, French, Russian, Spanish) is an advantage.
